Just how much of the galaxy has been explored? The pitch on DA suggests that most of it has been explored and/or occupied, that this seems quite unlikely to me given the monumental size of the galaxy and the fact that humans are the most advanced species. The probability that humanity is more advanced than any other species still living seems low to me, as does the chance that humanity has indeed explored most of the galaxy.

It is improbable for humanity to be the most advanced. But, like I said in the pitch, pure realism does sometimes take a backseat to the story. In this case, it's a story about a dystopian future dominated by an imperialist human race. It's not the most probable course of events, but it's not so utterly ridiculous as to break the universe. As for the size of the universe, I figured that, based on the low number of potential earthlike planets, let alone ones with sapient life, the known universe would have to pretty big in order to justify the number of races and inhabited planets.

Personally, I think humanity encountering another petty empire while in the middle of a revolution would be interesting.

An idea which could be worth exploring, but we'd be getting a bit ahead of ourselves. The initial series is only supposed to cover the formation and baby steps of the main rebel faction.
